Background of the Study

Voter registration campaigns are essential to ensuring that eligible citizens are empowered to participate in democratic processes. In Nigeria, the Independent National Electoral Commission (INEC) has been actively involved in voter sensitization programs aimed at increasing the number of registered voters and, consequently, improving voter turnout during elections (Adebayo & Ali, 2023). Zangon Kataf LGA, located in Kaduna State, has witnessed such campaigns, with INEC making concerted efforts to reach underrepresented groups, including women, youth, and rural dwellers. Despite these efforts, challenges remain in achieving high voter turnout, with factors such as lack of awareness, logistical issues, and political apathy continuing to impede effective participation (Dawud & Imran, 2024). This study aims to evaluate the effect of voter registration campaigns on voter turnout in Zangon Kataf LGA, focusing specifically on the role of INEC's voter sensitization programs in influencing electoral participation.

1.2 Statement of the Problem

Despite extensive voter registration campaigns by INEC, voter turnout in Zangon Kataf LGA has remained low, suggesting that the campaigns may not be achieving their intended effect (Umar & Muhammad, 2023). Factors such as misinformation, inadequate outreach, and voter apathy contribute to the inability of these campaigns to stimulate significant increases in voter participation. This study seeks to investigate the effectiveness of INEC's voter sensitization programs in enhancing voter turnout in Zangon Kataf LGA, addressing the challenges hindering the success of these campaigns.

1.3 Objectives of the Study

  1. To assess the impact of INEC's voter registration campaigns on voter turnout in Zangon Kataf LGA.

  2. To examine the role of voter sensitization programs in raising awareness and mobilizing eligible voters in Zangon Kataf LGA.

  3. To identify the challenges faced in increasing voter participation despite voter registration campaigns in Zangon Kataf LGA.

1.4 Research Questions

  1. What impact have INEC's voter registration campaigns had on voter turnout in Zangon Kataf LGA?

  2. How effective are voter sensitization programs in raising awareness and encouraging eligible voters to register and participate in elections in Zangon Kataf LGA?

  3. What challenges hinder the success of voter registration campaigns in increasing voter turnout in Zangon Kataf LGA?

1.5 Research Hypotheses

  1. INEC’s voter registration campaigns have a significant positive impact on voter turnout in Zangon Kataf LGA.

  2. Voter sensitization programs are effective in increasing voter awareness and mobilizing eligible voters in Zangon Kataf LGA.

  3. Despite INEC’s efforts, challenges such as political apathy and misinformation limit the effectiveness of voter registration campaigns in Zangon Kataf LGA.

1.6 Significance of the Study

This study will provide valuable insights into the effectiveness of voter registration campaigns in Nigeria, particularly at the local government level. The findings will inform policymakers, INEC, and civil society organizations about the challenges and successes of voter sensitization programs, contributing to more effective strategies for enhancing voter turnout in future elections.

1.7 Scope and Limitations of the Study

The study is limited to Zangon Kataf LGA in Kaduna State, focusing on INEC’s voter registration and sensitization programs in the region. The research does not examine voter turnout at the state or national level and is confined to the 2023 general elections.

1.8 Operational Definition of Terms

  • Voter Registration Campaigns: Efforts made by electoral bodies to encourage eligible citizens to register to vote in national or local elections.

  • Voter Turnout: The percentage of registered voters who actively participate in an election by casting their votes.

  • Voter Sensitization Programs: Educational and awareness campaigns designed to inform and encourage citizens to register to vote and participate in elections.
